iceowl-l10n-et software package provides Estonian language package for iceowl-extension, you can install in your Debian 9 (Stretch) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install iceowl-l10n-et
iceowl-l10n-et is installed in your system.
